About Us
The Continuum of Care (CoC) coordinates the regional response to homelessness by uniting agencies, securing funding, and developing comprehensive strategies to address housing needs. Through collaboration and resource optimization, we lead the charge in crafting innovative solutions, fostering partnerships, and ensuring every effort is focused on ending homelessness and rebuilding lives within our community.”
Since 2017, the Big Bend Continuum of Care (BBCoC) has been at the forefront of ending homelessness in Florida’s Big Bend region. We bring together partners, resources, and innovative solutions to create lasting change for individuals and families in need.
At BBCoC, our work is grounded in principles of compassion, collaboration, and innovation. We believe in creating a community where everyone has the opportunity to thrive.
A community where homelessness is rare, brief, and non-recurring.
To lead the Big Bend region in a unified response to homelessness through collaboration, resource optimization, and equitable solutions.
We are guided by compassion, collaboration, equity, accountability, and innovation to create meaningful, lasting change in our community.

The Big Bend Continuum of Care proudly serves an eight-county region in Florida’s Big Bend, including Franklin, Gadsden, Jefferson, Leon, Liberty, Madison, Taylor, and Wakulla counties. This diverse area encompasses urban centers, rural communities, and coastal regions, each with unique needs. We work collaboratively across these counties to address homelessness and build stronger, more resilient communities.
A CoC serves as the strategic backbone of the community’s effort to end homelessness. Unlike service agencies that provide direct care, the CoC operates behind the scenes to coordinate and strengthen the system as a whole. Its core responsibilities include:
Planning and Coordination: Bringing stakeholders together to align strategies and resources.
Funding and Resource Allocation: Securing federal, state, and local funding and distributing it through a fair, competitive process.
Data Collection and Analysis: Tracking trends and measuring results through tools like HMIS.
Policy Development: Shaping community-wide strategies and standards to guide programs.
Performance Monitoring: Evaluating funded programs to ensure accountability and continuous improvement.
The CoC empowers local agencies by building the infrastructure they need to make a lasting impact — through funding, data, collaboration, and strategic support.
Service agencies are the front-line providers, delivering life-changing assistance directly to individuals and families in need. While the CoC manages the system, these organizations provide the care. Their work includes:
Emergency Shelter: Offering safe, temporary refuge for those experiencing homelessness.
Supportive Housing: Providing long-term, stable housing with built-in services.
Case Management: Connecting clients with vital resources like employment, healthcare, and education.
Food and Basic Necessities: Meeting immediate needs to stabilize individuals and families.
Specialized Services: Supporting specific populations, including youth, veterans, and survivors of domestic violence.
These agencies are the heart of direct care — working person-to-person to guide people out of homelessness and into stability.
The CoC doesn’t just support the fight to end homlessness – we help organize, strengthen, and sustain it. Our partner agencies do incredible work on the front lines, delivering vital housing and services every day. The CoC brings it all together: coordinating strategy, aligning funding, and managing the data that drives informed decisions.
Ending homelessness takes more than services—it takes alignment, vision, and all of us.
