The U.S. Department of Housing and Urban Development (HUD) has officially released the 2026 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO). This annual funding opportunity establishes the criteria, priorities, and process for communities applying for homelessness program funding under HUD’s CoC Program.

BBCoC Local Competition LOI is due 7/13/26 by 5 pm and applications are due on 7/31/26 by noon.

This meeting will provide a thorough review of the 2026 NOFA, local competition RFA including timeline and local application submission requirements, ESNAPS submission, and project review process. Any agency who may be interested in submitting a project is encouraged to attend this meeting.

Questions & Answers

A “Notice of Funding Opportunity.” It’s the official public announcement that money is available, with the rules, who can apply, and deadlines. HUD posts NOFOs on HUD.gov/Grants.gov

HUD’s Continuum of Care Program funds local systems to end homelessness (PSH, RRH, CE, HMIS, etc.). It’s a competitive grant program under 24 CFR part 578.

The annual competition for CoC funds. Each year’s NOFO sets priorities, scoring, eligible project types, and deadlines.

Two layers:

  • The CoC (Collaborative Applicant) submits the CoC Application + Priority Listing.

  • Project applicants (providers) submit project applications to the CoC in e-snaps.

Common CoC components: PSH, RRH, Joint TH–RRH, SSO (often CE), and HMIS; plus a CoC Planning grant. (Exact options appear in the year’s NOFO.)

The CoC Interim Rule specifies which eligible supportive services can be paid for with CoC Supportive Service funds (§ 578.53(a)(1)). All supportive services provided must help program participants obtain and maintain housing. Services not specified in the CoC Interim Rule are not eligible (§ 578.53(d)).
