PromisSE HMIS: What It Is, Why It Matters, and How to Get Started

Welcome to the PromisSE (Program Management Information System of the SouthEast) HMIS (Homeless Management Information System) onboarding hub. If your organization is a participating CoC or ESG-funded provider actively serving clients, this is where you begin—learn what HMIS is, why it’s required, and how to get access. You’ll find the steps, training, and resources to start using the system correctly.

PLEASE NOTE:

Access to the PromisSE HMIS is limited to partner agencies who are actively serving clients within the Big Bend CoC region for entering client data and supporting service delivery.

If you are not actively serving clients and need information, please submit a data request.

What is HMIS

The PromisSE Homeless Management Information System (HMIS) is the secure, centralized database the Big Bend Continuum of Care uses to track client engagement, coordinate services across providers, and measure outcomes. It creates unified client records, supports referrals, and powers the data that drives planning, funding, and performance improvement.

Why It’s Required

HMIS isn’t optional for HUD-funded and participating CoC/ESG projects—it’s the official system of record for client-level data, compliance, and coordinated care. Accurate, timely entry ensures continuity across providers, reduces duplication, and fulfills reporting and accountability obligations. Using HMIS properly means better visibility into who’s being served and what’s working, which translates into stronger programs and sustained funding.

Download and complete the Affidavit of Good Moral Character & Background Check Consent form, have it notarized, and email it (from your work address) with a color copy of your photo ID to HMISHelp@bigbendcoc.org. If your agency already has a recent background check (within 24 months), include a copy. NOTE: you still must submit the signed consent form.

Once we receive your completed paperwork and you’ve started training, the typical turnaround is about 3–5 business days, assuming nothing is missing and the background check clears. Scheduling for live new-user training (required before credentials are issued) may add a few days depending on the next available session.

A Level 2 national background check is required. If a qualifying background check or DCF screening was completed in the last 24 months, you can skip re-running it—just email us the documentation. The Background Check Consent form still must be signed and returned regardless.

Access is granted to staff of participating CoC or ESG-funded partner agencies who are actively serving clients. Examples include case managers, outreach workers, coordinated entry staff, and data personnel.

All new users must complete the PromisSE HMIS Privacy & Security training and any role-specific modules in the training portal before attending the live onboarding session. Training can be done while your paperwork is being processed.

Live new-user training sessions are held twice a month via Microsoft Teams. You and your supervisor will be contacted to schedule once your forms and training completion have been verified.

Credentials are issued only after you’ve (1) submitted and cleared paperwork/background check, (2) completed required online training, and (3) attended the live onboarding session.

No. Accounts are individual. Sharing credentials violates policy and can result in suspension of access.

It’s a bi-monthly group of users and stakeholders who review trends, help define data standards/policies, and guide how HMIS data is used to drive impact. While we encourage active HMIS users to join to help improve the system, this committee is open to everyone with an interest in using and improving data to end homelessness.
