At the Big Bend Continuum of Care, every grant, contract, and donation represents a commitment to people experiencing homelessness—and our Application and Project Review Committee treats that responsibility with the utmost rigor. Each funding request—from Emergency Solutions Grant (ESG) allocations to local Challenge and TANF awards—is evaluated against clear criteria: alignment with our strategic priorities, proven outcomes, and a partner agency’s capacity to deliver.
Rather than disbursing funds on autopilot, the Committee dives into proposed budgets, service projections, and historical performance before approving any awards. That means every line item is examined, every outcome is questioned, and every dollar is held to the highest standard.
When programs fall short of their targets, the Committee works directly with providers to refine their plans or reallocate funds to higher-impact initiatives. This cycle of review and adjustment keeps resources moving where they’re needed most—whether that’s rapid-rehousing for veterans or urgent winter warming centers.
Transparency completes the cycle. All funding decisions and performance updates are published on our public dashboards and shared at quarterly membership meetings.
