This Notice of Funding Opportunity (NOFO) establishes the funding criteria for the FY 2024 Continuum of Care (CoC) Program. Funding of approximately $3,524,000,000 is available through this NOFO. Subject to appropriations, HUD reserves the right to award fiscal year 2025 funds based on this NOFO competition. Additional funds may become available for award under this NOFO consistent with Section VI.A.2.e., Adjustments to Funding. Use of these funds is subject to statutory constraints. All awards are subject to the funding restrictions contained in this NOFO. Funding includes approximately $188,000,000 for the non-competitive renewal and replacement of expiring YHDP grants. $52,000,000 is available for Domestic Violence, Dating Violence, Sexual Assault, and Stalking Bonus (DV Bonus) projects, described in sections I.B.3.j and I.B.2.b.(6) of this NOFO.

The FY 2024 CoC Program Competition opened July 31, 2024 and consolidated community CoC applications are due October 30, 2024 at 8:00 PM EST.

August 23, 2024 – 12 MIDNIGHT EASTERN TIME- LETTERS OF INTENT TO APPLY FOR NEW PROJECTS DUE.

All Letters of Intent should be submitted as a PDF attachment to applications@bigbendcoc.org . Letter of Intent should include project type, target county(s), target population(s) and name of agency interested in applying and should be initiated by either the agency Executive Director or Board Chair. Organizations submitting a letter of intent to apply for an eligible activity under this funding will receive additional group technical assistance on the expectations and priorities of the CoC as well as how to utilize the HUD project submission system known as ESNAPS.

September 25, 2024 – 12 MIDNIGHT ET- NEW AND RENEWING PROJECT APPLICATIONS DUE to CoC via Email Application Submission and must include ESNAPS Submission PDF ATTACHMENT. October 1, 2024 – PROJECT REVIEW COMMITTEE CONVENES For Project Proposals- Applicants will be provided 15 minutes to present their proposal to the Committee via virtual platform. An additional 5 minutes will be set aside for Committee Member Q and A.

October 2, 2024 – PROJECT REVIEW COMMITTEE CONVENES For Review of Renewal Projects for Reallocation

Committee reviews info and makes recommendations on Reallocation of funds if necessary. This process will include review of Annual Performance Reports, System Performance Impact, Cost Effectiveness. Documents for review will be generated by CoC staff through HMIS and specific project submissions of past APRs in SAGE.

October 3-4, 2024 – PROJECT REVIEW COMMITTEE CONVENES TO REVIEW, SCORE, AND RANK NEW and RENEWAL PROJECT PROPOSALS.  Only committee members who have participated in orientation, completed Conflict of Interest Forms and been approved to review projects will participate. 

October 8, 2024 – PRIORITY LISTING RANKING AND TIERING OF NEW AND RENEWAL PROJECTS APPROVAL BY COC EXECUTIVE BOARD for inclusion in the 2023 CoC Collaborative Application.

October 9, 2024 – APPLICANTS NOTIFIED IN WRITING OF THE STATUS OF THEIR PROJECT APPLICATIONS and inclusion or exclusion from ranking and tiering.

October 21, 2024 – CONSOLIDATED COMMUNITY APPLICATION AND INDIVIDUAL PROJECT APPLICATIONS POSTED TO WWW.BIGBENDCOC.ORG FOR COMMUNITY REVIEW AND BBCOC BOARD APPROVAL TO SUBMIT TO HUD- feedback is requested by October 28, 2024 at noon.

October 30, 2024 – COC STAFF TO SUBMIT CONSOLIDATED APPLICATION IN ESNAPS- submission deadline set by HUD is October 30, 2024 at 8 pm.

Q. Will a first time renewal project that has not been contracted by HUD still need to be submitted through the renewal process?

Yes, this project will need to be submitted using the First Time Renewal Project Application. It will be scored and included in the priority listing based on the normal review, scoring, and ranking process.


Q: Will ESNAPS be available for projects to submit in time for the local competition deadline?

Yes, ESNAPS is open for ALL project submissions. Agencies must submit both ESNAPS and local applications by midnight on August 28, 2023.  A pdf of ESNAPS submission will also be required as an attachment along with your local application to applications@bigbendcoc.org.


Q: What type of funds can be used as Match?

Match resources may be from any federal, state, local or private source (excluding Continuum of Care Program funds) as long as the source of the funds is not statutorily prohibited from being used as match. (Note: the recipient is responsible for determining this.)

  • Important: Other HUD funds (e.g., ESG, HOME and CDBG) may be used as match as long as they haven’t been committed as match to another project.

Q: Please clarify how applicants should provide clear written procedures to verify client eligibility for program services as defined in the NOFO based on the project type and has defined policies for referring and receipt of referrals through Coordinated Entry.

Agencies that have similar projects can provide documents that will be adopted by the new project once under contract. If you do not have such documents, then you may not receive the full credit.

Q: Is PH-RRH the same as regular RRH?

Yes, PH-RRH is Rapid Rehousing, which is a permanent housing project because it connects clients directly to permanent housing using short to medium term rental assistance and case management.


Q: The submission deadline is Wednesday, 9/25 at midnight, meaning Wednesday night at 12am, not Tuesday night at 12am when it rolls over to Wednesday, correct? 

Yes, applications are due Wednesday at 12 am midnight Eastern Time.
