HUD’s Continuum of Care Program funds local systems to end homelessness (PSH, RRH, CE, HMIS, etc.). It’s a competitive grant program under 24 CFR part 578.

Two layers:
The CoC (Collaborative Applicant) submits the CoC Application + Priority Listing.
Project applicants (providers) submit project applications to the CoC in e-snaps.
Common CoC components: PSH, RRH, Joint TH–RRH, SSO (often CE), and HMIS; plus a CoC Planning grant. (Exact options appear in the year’s NOFO.)
