The purpose of this Special NOFO to Address Unsheltered and Rural Homelessness (Special NOFO) is to target efforts to reduce unsheltered homelessness, particularly in communities with very high levels of unsheltered homelessness and homelessness in rural areas. Through this Special NOFO, HUD will award funding to communities to implement coordinated approaches — grounded in Housing First and public health principles — to reduce the prevalence of unsheltered homelessness, and improve services engagement, health outcomes, and housing stability among highly vulnerable unsheltered individuals and families. HUD expects applicant communities to partner with health and housing agencies to leverage mainstream housing and healthcare resources.
The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes, tribally designated housing entities (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)), and local governments to quickly rehouse homeless individuals, families, persons fleeing or attempting to flee domestic violence, dating violence, sexual assault, or stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.

2022 HUD COC NOFO COMMUNITY INFORMATION SESSION- August 9, 2022 1:00-2:00 PM
This meeting provided a thorough review of the 2022 Special NOFA, local competition timeline, local application submission requirements, ESNAPS submission, and project review process.
August 16, 2022- 12 MIDNIGHT EASTERN TIME- LETTERS OF INTENT TO APPLY FOR NEW PROJECTS DUE.
Letter of Intent should include project type, target county(s), target population(s) and name of agency interested in applying and should be initiated by either the agency Executive Director or Board Chair. Organizations submitting a letter of intent to apply for an eligible activity under this funding will receive additional group technical assistance on the expectations and priorities of the CoC as well as how to utilize the HUD project submission system known as ESNAPS.
September 16, 2022- 12 MIDNIGHT ET – PROJECT APPLICATIONS DUE IN ESNAPS AND AS A PDF ATTACHMENT TO THE COC.
September 21-22- PROJECT REVIEW COMMITTEE CONVENES TO REVIEW, SCORE, AND RANK NEW PROJECT PROPOSALS. Only committee members who have participated in orientation, completed Conflict of Interest Forms and been approved to review projects will participate. This process will also include a 20-minute virtual presentation from each project with a 10 minute Q&A session.
September 23, 2022- PRIORITY LISTING RANKING AND TIERING OF PROJECTS APPROVAL BY COC BOARD for inclusion in the 2022 CoC Collaborative Application.
September 26, 2022 – APPLICANTS NOTIFIED IN WRITING OF THE STATUS OF THEIR PROJECT APPLICATIONS and inclusion or exclusion from ranking and tiering.
October 12, 2022- CONSOLIDATED COMMUNITY APPLICATION AND INDIVIDUAL PROJECT APPLICATIONS POSTED TO WWW.BIGBENDCOC.ORG FOR COMMUNITY REVIEW AND BBCOC BOARD APPROVAL TO SUBMIT TO HUD- Feedback is requested.
October 18, 2022 BY 5:00 PM EST- COC STAFF TO SUBMIT CONSOLIDATED APPLICATION IN ESNAPS leaving a buffer of 2 days prior to submission deadline set by HUD.
